PURPOSE: To obtain a medicine preparation comprising an active substance usable in an active state under a working condition for a long period of time by blending a treatment active protein with a hydrophobic substance in a fine state. CONSTITUTION: This medicine composition comprises a treatment-active protein such as interferon, TNFα, TNFβor t-PA, a common excipient, carrier and additive and contains a physiologically permissible hydrophobic substance, especially a paraffin oil or an oil in a fine state in a sufficient amount (preferably 0.1-3wt.% based on the whole amount) to stabilize the protein. The substance is especially effective for stabilizing a treatment-active protein in a hydrogel. Water is added to a stabilizer and a fine emulsifying agent under stirring to prepare a crude W/O type emulsion, the stirring is stopped to settle the emulsion, the stirring and the addition of water are restarted to form a fine O/W type emulsion, which is finely divided in a buffer solution and mixed with a solution of protein to prepare the objective medicine preparation.
