ORTHOGONAL TRANSFORM CODING DEVICE

PURPOSE:To reduce the quantity of arithmetic operation in the orthogonal transformation while keeping the picture quality by processing a picture as a block and decreasing the picture element number of each block depending on the characteristic quantity. CONSTITUTION:An original picture data 1 is split into blocks by a basic block read section 2 and a picture data in the basic block is subjected to a differential data with a predicted value at every picture element at a differential picture generating section 3. The basic block is classified into degenerated block depending on the distribution of the differential data at a degeneration block classification section 4 and subjected to 2-dimensional discrete sign transformation by orthogonal transform sections 51-53. The transform coefficient obtained from the orthogonal transform sections 51-53 is quantized by a quantization section and outputted through a data selection section 7.
