Device comprises locking forks or raw locks fixed on the bottom plate which is attached to a tensioning arm. Two ropes can be locked together by being passed around the the forks. The arm is then rotated until the desired tension is achieved. The safety hook is then attached to the link which passes through the eye on the arm.
