PROBLEM TO BE SOLVED: To provide a road monitoring system that reduces time, labor and cost necessary for the introduction of the system.SOLUTION: A detection device 100 comprises: a detection unit 13 that detects an obstacle on a road; and a storage unit 12 that stores individual identification information. Each of detection devices 201, 202 comprises: a detection unit 23 that detects an obstacle on a road; and a storage unit 22 that stores individual identification information. Each of the plurality of detection devices 100, 201, 202 is provided in each of lighting devices on a road got lined up along a traffic lane on the road with an interval.
