PURPOSE: To provide a humidity-conditioning panel with a high moisture absorbing capability by integrating a plate filled with a moisture absorbing filler in voids and a porous body having fine voids with the average hole diameter of 10μm or below via a moisture permeable layer practically having no movement of moisture. CONSTITUTION: A plate 1 filled with a moisture absorbing filler in voids and a porous body having fine voids with the average hole diameter of 10μm or below are integrate via a moisture permeable layer 3 practically having no movement of moisture. The moisture permeable layer 3 is properly selected from a moisture permeable water repellent membrane, a semipermeable membrane, a reverse osmosis membrane, a ultrafiltration membrane, a net-like sheet body and a porous resin sheet. The moisture more than the amount which can be held by the porous body 2 alone can be held inside as free water, thus a moisture absorbing capability can be maintained over a long period.
