PURPOSE:To improve the picture quality by dividing an inter-frame difference by a value being a mixture of an edge detection value and a level of an edge picture itself so as to eliminate loopback caused by the sub-sampling of the picture signal. CONSTITUTION:Forming means 1, 2 forming the inter-frame difference signal of a picture signal 11 subjected to subsampling, a filter means 101 extracting horizontal/vertical low frequency component from the output from the forming means 1, 2, a detection means 5 detecting the edge of the picture signal, a mixture means 9 mixing an absolute value 8 of a picture signal level and an absolute value 6 of the output from the detection means 5 and a divider means 7 dividing the absolute value alpha of the output from the filter means 101 and the output beta by the mixture means 9 to extract a movement detection output 12, are provided. Thus, the loopback component in the vertical direction due to subsampling is eliminated to the difference signal between frames to eliminate the error of movement detection. |
