PURPOSE:To avoid the start of system operation in the incomplete state by clearing the content of a key word of a storage means, sending a data relating to a terminal equipment program from an electronic exchange to a terminal equipment and writing finally the key word to a key word area in loading the program. CONSTITUTION:An electronic exchange control section 1 sends a data clearing a key word area 29 to a terminal equipment control section 3 and sends the key word to the key word area 29 after all the load data other than the key word is finished for loading. Thus, the key word area 29 is idle till all the load data other than the key word is completed for loading and the key word is sent to the key word area 29 after the loading of all the load data is finished. Thus, even if the loading is finished on its way and the system is started again, the system operation cannot be initiated by an incomplete terminal program.
