PURPOSE:To attain high speed and large capacity data transmission and reception between many terminals with a simple network constitution by providing a control means to execute a frequency tuning and a wavelength tuning at a transmission side terminal and a reception side terminal. CONSTITUTION:A controller 12 outputs a signal to designate a wavelength lambda8 and a frequency fa(a=2-8) of an output signal to a terminal 1-1 and a terminal 1-3 instructs to make the wavelength of a receiving signal into lambda8 and a frequency fa. To the terminal 1-3, a signal to make the wavelength of the output signal into lambda7 and designate a frequency fb(b=1-7) is outputted and the instruction is executed to the terminal 1-1 so that the input can be executed with a wavelength lambda7 and a frequency fb. Thus, respective terminals determine the receiving wavelength of a filter 25 and the output wavelength of an electro- optical transducer 23 and sets the output frequency of a modulator 21 and the receiving frequency of a variable tuner 28.
