PURPOSE:To reproduce a picture having an excellent visual characteristic by making effective/ineffective information effective unconditionally through the OR between detection information from a gray level detection means and the effective/ineffective information from an effective/ineffective information generating means. CONSTITUTION:When most approximation block selection information from a selection information generating section 7 represents a gray level block, a gray level detection section 11 detects the gray level block. An OR gate 14 ORs the gray level block detection information and the effective/ineffective information from an effective/ineffective information generator 13. Thus, when the most approximation block selection information represents the gray level block, the gray level block detection information is outputted, resulting that it is equal that the effective/ineffective information is outputted effectively. Since the gray level block is coded, the picture signal of the block in the reproduced picture is smoothed by the surrounding picture signal. |
