PURPOSE:To reproduce a sent voice without missing of speech head by retarding a voice data till a reception section establishes bit synchronization of the voice data. CONSTITUTION:A silence data pattern is stored before the start of transmission. An output of a VOCODER 11 is given to a delay element 14 at the start of transmission by a switch 13 and the voice data coded by the VOCODER 11 is given to the delay element 14, where the data is stored tentatively. Since the delay element 14 gives an output in the order of the inputted voice data, the silence data is outputted at first. The reception side establishes bit synchronization while the silence data set to the delay element 14 at the sender side before the start of transmission is sent and recovers the voice. Thus, since the voice data is stored in the delay element 14 once at the start of transmission, the synchronization is established by the reception side during the delay time from the start of transmission till the arrival of the voice data to eliminate missing of speech head of the voice.
