PURPOSE:To prevent deterioration in picture quality by selecting a reference picture element in response to the conversion ratio and using the reference picture element so as to discriminate a thin line so that all thin lines having n-picture element or below in the line width possible for missing in the case of the conversion ratio alphain the relation of 1/n<alpha<=1/(n+1) are to be discriminated. CONSTITUTION:Thin lines whose line width is (n) in existence in the reference picture element are detected by a detection means. When (m) (m is a natural number below n) pieces of original picture elements having the same value are consecutive and the original picture elements at both sides of the (m) pieces of elements differ from the original picture element, it is discriminated to be a thin line. In detecting the thin line, a deciding means of the converted picture element checks whether or not the thin line detected for the noticed conversion picture element is the conversion picture element of the shortest distance and in case of the conversion picture element with the shortest distance, the thin line is substituted to the conversion picture element by a substituting means. Whether or not the thin line is to be preserved in the noticed conversion picture element is decided by discriminating whether or not the center line of the thin line is included in the region by a distance 1/2alpha horizontally or vertically from the noticed conversion picture element. |
