PURPOSE:To perform the size conversion of an image at high speed by performing the thinning reduction of the image in a valid line, and performing the (n) bit processing of a decode image in an invalid line without performing the thinning of the image. CONSTITUTION:A decode thinning means which thins out output dot data corresponding to a thinning magnification is provided at an image decoding part 2, and a means which discriminates a valid line and an invalid line in a line unit is provided at a decode line managning part 1. And the thinning by the decode thinning means is performed in the valid line, however, no thinning operation by the decode thinning means is performed in the invalid line, and the (n) bit shift processing of the decode image by an image element change point detecting part 3 is performed. In such a way, it is possible to perform the size conversion of the image at the time of decoding an encoded image efficiently and at high speed. |
