REFRESH SYSTEM CORRESPONDING TO CODING MODE

PURPOSE:To avoid unnatural feeling of refreshed part by applying refreshing depending on the coding property by a refresh coding parameter setting means. CONSTITUTION:A coding parameter deciding the coding characteristic for picture coding is set by a coding parameter setting means 2 while the parameter is varied depending on the quantity of movement of the pattern. A refresh coding parameter setting means 5 sets the coding parameter deciding the coding characteristic for refresh while being changed in response to the coding parameter of the coding parameter setting means 2. A picture coder 1 uses the coding parameter decided in this way to apply band compression and coding of the picture depending on the coding characteristic decided in response to the quantity of the moving of the pattern, and applies refresh depending on the coding characteristic varied with the coding characteristic by the picture coding. Thus, a problem that the refresh mode part gives unnaturality is avoided.
