PURPOSE:To efficiently attain encoding with little picture deterioration by performing a dividing operation to a block with many high frequency distributions and a uniting operation to the plural adjoining blocks with many low frequency distributions. CONSTITUTION:Picture data in a picture memory 1 are read at every block, and based on the result of the frequency distribution, they are classified into the block with many low-frequency parts and the block with many high-frequency parts. When the plural adjoining blocks are those with low-frequency parts, they are sub-sampled in order to obtain the picture data for one block. For the block with many high-frequency parts, when the block is divided, the divided block is interpolated with the data and made into the data for one block, the block is converted to the block with many low-frequency parts. That is, since the frequency distribution of the data in the block after the dividing and uniting processings are composed of approximately the same element, quantizing and the encoding can be performed with approximately the same operation in the entire blocks. |
