PURPOSE:To prevent the freezing of an electrolyte caused by a drop in atmospheric temperature in the vicinity of a cell by installing a pump driver which controls the operation of pumps, a temperature detector which detects atmospheric temperature, and a relational operator which compares the detected temperature with a reference value. CONSTITUTION:Pumps 26, 28 are not working while a cell is out of operation, and electrolyte temperature is decreased with decrease in atmospheric temperature. When the electrolyte temperature drops near the freezing point, it is detected with a temperature detector 38, and the detected value is inputted in a relational operator 40. When the detected value is less than a lower limit reference value, an ON signal is inputted in a pump driver 30 to drive pumps 26, 28. An electrolyte is thereby circulated between a reaction tank 10 and electrolyte storage tanks 18, 20, and the freezing of the electrolyte in pipelines 22, 24 having low heat capacity is prevented. |
