This dispenser includes a rigid base 1, one end of which carries a fixed handle 11 and the other end of which carries an adjustable handle 5 fitted with an external tube mounted telescopically on a support tube 2 fixed removably to the base 1, and adjustable means 2, 3, 33, 34, 181 for supporting the roll, including wedging locking means 3 which move in the tube 4 and can be locked in the latter with the aid of a button 34, and tensioning means 50, 6, 61, 62, 8 fixed at the upper end of the outer tube 4 and interacting with the base 1 in order to apply a tension over the entire width of the roll. Application especially to dispensers of stretchable plastic sheets for the packaging of containers placed on pallets. <IMAGE>
