PURPOSE:To reduce the capacity of a picture file and to efficiently compress by encoding a picture element block based on the code of the peripheral picture element block of the picture element block encoded to a first code according to a predictive encoding and encoding a difference between the predictively encoded code and a real code. CONSTITUTION:First encoding means 100, 200 in which picture data is divided into resolution information and gradation information for a prescribed picture element block unit to encode to the first code, a predictively encoding means 300 for encoding the picture element block according to the predictive encoding based on the code of the peripheral picture element block of the picture element block encoded to the first code and the second encoding means 400 for encoding the difference between the predictively encoded code and the real code are provided. Thereby, the picture is most suitably edited, the picture data can be stored and transmitted at high speed to enhance the compressing efficiency of the picture data. |
