摘要 PURPOSE:To decrease deterioration of a picture in quality due to coding distortion by varying the degree of smoothing in a smoothing filter adaptively to the coarseness of the decoding parameters of the respective blocks of a moving image signal and the positions of surrounding picture elements. CONSTITUTION:A picture element area discriminating circuit 107 outputs identifying signal 13 that represent five picture element areas by using a picture element counting value 11 and a parameter identifying signal 12. In case the parameter identifying signal 12 is a coarse parameter, whether a picture element is of a boundary or inside the boundary is discriminated by using the picture element counting value 11, and the picture elements are divided into two areas. In case the signal 12 is a fine parameter, whether a block of coarse parameter neighbors or not is decided by referring to surrounding parameter identifying signals 12, and thus the picture elements are divided into three areas. Accordingly, in the smoothing filter 111, the smoothing processing is executed by multiplying the surrounding picture elements and a center picture element with characteristic coefficients.
