<p>PURPOSE:To transmit a color still image at a low bit rate in a short time by separating and encoding a color image into two or more element signals and, simultaneously, applying two or more systems for compressing different respectively to the element signals. CONSTITUTION:The color image signal fetched by a color image fetching part 21 is converted to a luminance signal Y and color difference signals I and Q by an RGB-YIQ converting part 22. The luminance signal Y is compression- encoded by a previous value prediction DPCM part 23. The color signals I and Q are thinned out and, thereafter, compression-encoded by extension adaptation delta modulating parts 25 and 25A. The luminance signal Y is decoded by a DPCM decoding part 26 at a receiving side, and simultaneously, the color difference signals I and Q are decoded by extension adaptation delta modulation decoding parts 27 and 27A. For the decoded color difference signal I and Q, simple picture element magnifications are executed by I, Q magnifying part 28 respectively. The YIQ signals are supplied through a YIQ-RGB converting part 29 to a color image displaying part 30.</p> |
