<p>PURPOSE:To make a density difference between an interested area and a background area small, and to make data compression efficient by performing the data compression by providing a means to convert the discriminated background area into an equivalent level to the interested area, when a picture including the interested area and the background area is processed. CONSTITUTION:The interested area and the background area in an original picture 1, including the interested area and the background area, are discriminated 2, and at the same time that the picture data of each area is transmitted, data related to a boundary line between both areas is outputted. The data of the interested area among the data, outputted from a discriminating means 2, is transmitted as it is, and the data of the background area is transmitted after being rewritten 3 into the equivalent level to the mean value level of the interested area. This signal, after passing through a total cosine transforming means 4, a requantizing means 5 and an encoding means 6, and the boundary line data transmitted from the area discriminating means 2, after being encoded 7, are either transmitted to an external part or filed in an external storage device through a communication line.</p> |
