PURPOSE:To improve the coding efficiency of a picture by selecting a quantization coding path adaptively in response to an input signal in quantizing the picture signal or its forecast error signal. CONSTITUTION:The titled system is provided with plural quantization circuits 11-1n receiving an input signal and applying quantization, a generated information quantity calculation circuit 16 receiving the quantized output from the quantization circuits 11-1n and calculating the generated information quantity of each system, and a quantized distortion calculation circuit 17 receiving the quantized output and the input signal to calculate the quantized distortion of each system. Then the result of calculation of the generated information quantity and quantization distortion for each system is evaluated and an optimum quantization circuit is selected among the plural quantization circuits 11-1n by evaluation selection circuits 18, 19, which apply adaptive control the output to be selected in response to the designated criterion on its occasion. Thus, the quantization coding is realized always with high efficiency. |
