<p>PURPOSE:To prevent the occurrence of abnormal congestion in a transfer destination processing system by setting the time, when transfer is impossible, in case of transfer of an incoming call to another processing system. CONSTITUTION:When the incoming call to be adjusted is inputted, processors 1-3 discriminate whether the incoming call can be transferred or not; and if it can be transferred, it is discriminated whether the flow control is executed, and the incoming call is transferred to another processor unless the flow control is executed. Meanwhile, if the flow control is executed, a window flag is discriminated, and the incoming call is processed in the processor itself if this flag is in the close state to indicate that transfer is impossible. If this flag is in the open state, it is set to the close state, and the incoming call is transferred to another processing system after the time when transfer is impossible is initially set to a window counter. Thereafter, the flag is set to the open state to indicate that transfer is possible after the counter reaches 0.</p> |
