Electrodes which serve for electrical control flank or cover the waveguide (1) in which, in this way, the propagation characteristics - phase position, state of polarisation - of the transmitted light wave can be influenced. In designing control electrodes of this type, optical and electrical effects must be taken into account. The control electrodes are constructed as multi-layer electrodes. Layers (2) which are directly above wave-conducting regions (1) consist of optically transparent, electrically conducting material, e.g. "ITO". Metallic layers (3), which serve to satisfy electrical functions in the best way, are a long way outside the wave-conducting region (1).
