PURPOSE:To prevent the occurrence of danger like a driver being thrown off, and the like by operating an inching valve by an inching control means based on the neutral operation of a continuously variable operating means and smoothly carrying out the braking action of a parking brake. CONSTITUTION:At the time of the traveling of a vehicle, an electromagnetic selector valve 75 for a parking brake is operated by an inching control means through the neutral operation of a continuously variable lever. Prior to this, an inching valve 77 is inchingly operated to keep the oil pressure in a branching oil passage 96 raised to some extent and, after that, a solenoid 76 is turned on. In this case, the inching valve 77 is controlled in its inching by the inching control means until the continuing time of a set pulse width modulation elapsed. Thereby, the oil pressure in the branching oil passage 96 is fed under pressure into a parking-brake hydraulic actuator 54 while being further raised in its pressure from the previously raised defined oil pressure. Accordingly, the parking brake is smoothly operated for braking.
