PURPOSE:To complete encoding/decoding within one field and to simplify a circuit by applying frequency conversion to a sampling frequency executing in-field sampling, and extracting the local feature of a picture to compress. CONSTITUTION:A quantized input signal is inputted to a two-dimensional low- pass filter 2DLPF, and its output is inputted to a frequency converter DD to compress data to a picture element string at a rate of 3fh per 1H. This frequency-converted output is supplied to a subsampler SS to execute inter-line offset subsampling. The re-sampling frequency of this subsampler SS is 3/2fh, and a sampling signal with a period of 3/2fh can be obtained. |
