PURPOSE:To attain the change in the terminal equipment in operation after the start of utilizing a packet exchange network by the user sending connection form information from the terminal equipment at the connection of the terminal equipment and registering it to the packet switching network. CONSTITUTION:The user of the packet switching network 2 connects the terminal equipment 1 to the switching network 2 to activate a transmission means 1-2. The means 1-2 sends the connection form information such as a transmission control procedure and communication speed used by the communication means 1-1 to the switching network 2 by the transmission procedure specified by the switching network 2. The registering means 2-1 of the switching network 2 is always in operation. In receiving the connection form information sent from the terminal equipment 1 by the connection form information reception section, the means 2-1 registers the information to the switching network 2 by a connection form information registration section. A start means 1-3 is operated automatically. The means 1-3, in confirming the end of transmission by the connection form transmission end confirming section, uses a communication means start section to start the means 1-1.
