PURPOSE: To form a surface film layer having a flat and smooth face made of a polymerized resin containing fluorine on at least one face of a sheet-shaped base body to prevent icing and snowfall or to make them slide down, and make it inexpensive. CONSTITUTION: At least one surface layer made of a polymerized resin containing fluorine such as polytetrafluoro ethylene(PTFE) or the like for instance is formed on at least one face of a sheet-shaped base body having a fiber cloth as a base material to constitute the sheet 3. Then, the roof 2 of a building 1 is covered with the sheet 3 and the inclined angleθbetween the sheet 3 and the horizontal face A is set in 15 degrees or larger. If it is required, a heater is appropriately installed in the lower end 4 of the roof of the sheet 3 and the ridge 5. Snowfall is slid by the sheet 3 and icing is prevented. In this way, the equipment cost and maintenance cost can be made inexpensive.
