PURPOSE: To improve controllability by calculating a steam temperature from a steam temperature at parallel running a target steam temperature, a control target load, and the target load of an automatic plant control system(APC) in a thermal power unit. CONSTITUTION: A steam temperature To of a thermal power unit and a load command value Wc outputted from an automatic plant control system(APC) are inputted to a steam temperature command value operation means 11. The operation means 11 reads a final steam temperature Tt and a control target load Wc corresponding to a target load Wt by operation means 13 and 14, respectively, and calculates a steam temperature command value Tc and inputs it to an operation means 15 of bypass amount. The operation means 15 compares a steam temperature command value Ta with a steam temperature command value Tc and outputs an amount of bypassΔT to an amount-of-bypass setting equipment manipulating means 16 when Tc is larger than Ta to correct the steam temperature Ta, thus improving controllability.
