PURPOSE:To prevent the deterioration of an image and a voice when a scrambling is loaded by providing a video scrambled voice control signal and an overlapping device to overlap a video sound signal in a transmitting side and providing a means to descramble the video voice control signal with the descrambling control information in a receiving side. CONSTITUTION:For a video voice control signal 2, a scrambling is loaded based on scrambling control information 4. The scrambled video voice control signal is overlapped with a video voice signal 1 by an overlapping device 3, further, in an coding part 5, is overlapped with the signal to code the scrambling control information 4 and sent to a transmission line. At the receiving side, the scrambling control information separated by a scrambling control information separating part 12 is coded and decoded in a decoding part 6 and descrambling control information 7 is obtained. The video voice control signal separated by a video voice control signal separating part 8 is descrambled in a descrambling part 13 and the video voice control signal 2 is obtained. |
