In order to avoid the losses occurring in the conventional use of a throttle valve as power control element of an internal combustion engine (1), a machine (11) is arranged in the intake pipe arrangement (7), and a further machine (19) is arranged in the exhaust line arrangement (8), which two machines are rotationally connected to the crankshaft of the internal combustion engine (1), for example by way of V-belts (13, 21) with transmission ratios variable as a function of the position of the accelerator pedal (16).
