PURPOSE:To transfer the information produced in terms of burst while maintaining the high transmission quality by performing the variable bit rate coding for each block, and collecting plural coded blocks to form a packet. CONSTITUTION:The sampling signals 11 are stored in an input budder 12 and (k) pieces of sampling points are defined as a single block to be sent to a variable bit rate coding device 13. The device 13 performs a variable bit rate coding job so that the total information bit number is variable for each block in response to the level of the significant information of each block. At the same time, a packet transforming device 15 collects plural blocks coded by the device 13 to form an information field. In this case, the feedback is applied to the device 13 to increase the coding bit rate for recoding jobs when the number of additional bits inserted to secure the fixed length of a packet is increased.
