PURPOSE:To continuously obtain high-softening pitch suitable for carbon fiber production, by dispersing, in the form of fine oil droplets, heavy oil or pitch in a gas stream to effect contact between said droplets and e.g. an inert gas. CONSTITUTION:For example, heavy oil or pitch is dripped on a revolving disc structure to scatter said oil or pitch out of the periphery in the direction virtually rectangular to the revolving shaft, taking advantage of the centrifugal force of said disc structure, thus dispersing the heavy oil or pitch in the form of fine oil droplets in a gas stream. Thence, the oil droplets dispersed is brought into contact with the inert gas or superheated vapor followed by treatment on heating to 350-500 deg.C under reduced or normal pressure to obtain the objective pitch in a continuous manner.
