PURPOSE:To obtain a sufficient discharge current and a secure protective function by installing metal plates to a cylindrical body and then imposing a pressing force in the direction toward an electrode to one side metal plate so as to give a plastic deformation to attach closely. CONSTITUTION:Electrodes 2 and 2', and a spacer 3 are accomodated in a cylindrical body 4, and metal plates 5 and 5' are soldered to the both ends of the cylindrical body 4 to seal up airtight. Then, a punch P is contacted to a projection 5b, imposing its pressing force in the direction to the electrode 2 to give a plastic deformation to the metal plate 5 to attach closely to the electrode 2. In this case, by forming the projection 5b swelling so that the metal plate 5 is easily smashed, the plastic deformation condition presents little variation substantially remaining a stress to press the electrode 2 even though there occurs a little spring back after the pressing force is released. As a result, the metal plate 5 is kept in the condition contacting strongly to the electrode 2. In such a composition, an increase of contact resistance between the electrodes and the metal plates, a variation of a specific distance between the electrodes, and the like are prevented, and a stable and sufficient surge absorbing function can be obtained.
