PURPOSE:To preclude fogging, a decrease in image density, deterioration in image quality, the formation of a ghost image, etc., by maintaining the toner amount in a developer layer conveyed to a development area within a specific range when conveying the thin-film developer layer of a two-component developer to the development area and then performing development in a vibrating electric field without contacting. CONSTITUTION:The thin film developer layer of the two-component developer consisting of toner and carriers is formed on a sleeve 2 rotating on the outer periphery of a fixed magnet body 3, and this layer is conveyed to the development area to develop an electrostatic latent image on an image carrier 1 in the vibrating electric field without contacting. In this case, when the amount of toner conveyed on the sleeve 2 decreases below 0.2mg/cm<2>, the image density on the image carrier is not enough and when the toner amount exceeds 1.0mg/cm<2>, fogging, a toner scatter, etc., are easy to occur and resolving power decreases. The fixed magnet body 3 is provided with a developer peeling part 8 where no magnetic pole is present and a peeling member 7 is provided on the opposite sleeve 2. To maintain the toner amount on the sleeve 2 between 0.2 and 1.0mg/cm<2>. Thus, the developer is supplied to the developer area and the image is developed.
