PURPOSE:To maintain operation with the jammed paper sheets removed automatically by installing a friction roller rotational control device which is rotatively drive in a delivery direction in opposition to the usual delivery regulating direction. CONSTITUTION:A friction roller 20 is pivotally attached to a turning shaft 21, installed as capable of rotating and driving via a drive motor and a reduction gear mechanism, and its rotation is stopped usually, giving frictional drag to a bill 11 with this rotational regulating action, and drag-out of this bill 11 is prevented from occurring. And, occurrence of paper jamming is detected by the paper-jam detecting sensor S set up in a bill delivery part between a delivery roller 17 and the friction roller 20. When a jammed bill 11a is detected by this paper-jam detecting sensor S, this friction roller 20 is rotated and driven in a delivery direction opposite to the usual delivery regulating direction, whereby this jammed bill 11a is forcedly delivered out by both these rollers 17 and 20, and it is automatically discharged and removed. And, at this time, rotation of an auxiliary roller 16 is stopped, and the next bill is rotatively controlled so as not to be accidentally delivered.
