PURPOSE:To improve flexibility to an environmental change by reading an on-line network environmental definition registration information to form the frame of a user program control information storing area, separating it into an unused area and a using area and controlling it. CONSTITUTION:A maximum built-in allowable user program number is registered in an on-line network environmental definition file 1, by reading it at the start-up time of a communication program 7, the frame of a user program control information storing area 9 to control the user program 12 is formed and simultaneously control with separating into an unused area and a using area. The user program information is defined and are registered is a file 14 separately from the on-line network environmental information, at the time of the occurrence of a built-in request from the user program, the user program information is read and stored in the unused user program control information storing area 9 to make it into an object in use.
