PURPOSE:To improve detection accuracy by employing a load application means for press-contacting an end surface of a paper roll at a position inside the outer circumference of the paper roll in addition to a diameter detection means engaging with the paper roll. CONSTITUTION:When a load application member 11 is pressed against a predetermined position on a side end surface of a paper roll 100 to apply a draw-out force to the paper roll 100 and if paper sheet near the outer circumference of the paper roll 100 is loose, part of the paper sheet outside the pressed position only rotates while the part inside the pressed position remains standstill so that the slack of the paper sheet is tightened. Thereafter the entire paper roll 100 is rotated to be reeled out. In this case, the paper roll 100 does not become loose as the draw-out force is applied. As a result, the paper sheet is reeled out in a stabilized condition and therefore it is made possible to detect the position of the paper sheet near its end accurately.
