PURPOSE:To accelerate decoding processing by executing word arrangement with the aid of using a decoding table for retrieving a word when one code can be identified among the one word of code data, and obtaining decoding data with the aid of repeatedly retrieving a decoding table for retrieving a bit when one code cannot be identified among the arranged one word. CONSTITUTION:With a decoding table ROM 19, the decoding table for retrieving a word which regards the one word of the code data as retrieval address information and the decoding table for retrieving a bit which regards the one bit of the code data and the retrieval result of the last time as the retrival address information are provided. Then when one code can be idetified among the one word of the code data, decoding data and a code length are obtained by retrieving the decoding table for retrieving a word and the word arrangement of next code data is executed according to this code length. When the on code cannot be identified, the decoding data is obtained by repeatedly retrieving the decoding table for retrieving a bit. Thus as a short code below one word of which occurrence frequency is statistically high can be decoded by retrieving a word once, the decoding processing can be accelerated.
