PURPOSE:To obtain a foam having a high inorganic substance content and excellent elasticity and flame retardancy, by mixing a mixture of a low-boiling liquid with a water-soluble urethane prepolymer with an aqueous inorganic substance dispersion containing a hydraulic substance and foaming the resulting mixture. CONSTITUTION:An inorganic substance-containing foam containing 70-99wt.% inorganic substance is prepared by foaming a mixture comprising water, a water-soluble urethane prepolymer, an inorganic substance and a low-boiling liquid in the following way. A mixture containing at least said low-boiling liquid and said water-soluble urethane prepolymer is prepared. Separately an aqueous inorganic substance dispersion containing at least water and a hydraulic substance and heated so that, when mixed with said mixture, the temperature of the combined solution may be higher than the b.p. of said low-boiling liquid is prepared. By mixing this aqueous dispersion with said mixture and foaming the combined solution, the purpose inorganic substance-containing foam can be obtained.
