PURPOSE:To enable the highly accurate control of idling speed by sharing the control of the idling speed with a primary control means on the basis of the intake air quantity and with a secondary control means on the basis of the other data and making selection between the primary or the secondary control means according to the magnitude of the error of revolution speed to control engine r.p.m. CONSTITUTION:When an engine is detected for its idling state by an ISC judging means C on the bases of both outputs from a revolution speed detecting means A and a throttle valve opening angle detecting means B, an error detecting means D detects an error N between the real revolution speed and the target idling speed. Then a comparing means E compares said deviation N with the specifically set error N0 and if N> N0, a throttle actuator 3 is controlled via an intake air quantity setting means F to control the idling speed. On the other hand, if N<= N0 and the real revolution speed is higher (lower) than the target idling speed, the specified fine injection time is subtracted from (added to) the regular injection time to obtain a new injection time and an injection valve 4 is controlled using said injection time.
