PURPOSE:To decrease power consumption at a stand-by mode by making the switch of a ternary input circuit into a non-energized state at a stand-by mode. CONSTITUTION:When a stand-by mode signal (a) is changed to an 'H' level (usual action stand-by mode), a timer control signal (d) first goes to an 'L' level through a 2-input NOR circuit 93 and a 2-input AND circuit 94. Thus, a chattering obsorption timer 10 goes to a resetting condition. Thereafter, a switch control signal (c) goes to the 'H' level through an inverter group 91 for delaying a signal and a 2-input AND circuit 92. Thus, it is prevented that a switch 81 goes to the non-energized state, and in the stand-by mode, the current flows through a resistance R between power sources. By setting the chattering absorption timer 10 to a non-action condition beforehand, it is also prevented that a latch circuit 4 erroneously detects that the chattering noise an input setting level.
