PURPOSE:To store a reception packet corresponding to a memory still having an idle area by using a memory monitoring means so as to output a storage disable state signal when a reception buffer memory unable to receive the preceding reception packet exists and allowing the reception buffer memory still having an idle area not to send the signal. CONSTITUTION:A storage residual quantity of a reception packet memory 33 is monitored and when the residual amount of any buffer memory is insufficient for the storage of a corresponding packet, storage disabled state signals 45, 47 representing the storage disabled state as to the packet are outputted from a memory monitoring means. Moreover, a packet transmitting means is provided, which interrupts the transmission of the packet corresponding to a data packet 40 or a cell control packet 41 in receiving the storage disabled state signals 45, 47. Thus, even when any of the reception buffer memories is filled by the reception packet and the next reception packet cannot be received, the reception packet corresponding to the reception memory not filled yet is stored.
