PURPOSE:To improve the measuring accuracy of the diameter of a fine grain, by detecting scattered light from the fine grains in liquid through a detecting window and a stop, which are arranged so as to face the jetting port of a nozzle. CONSTITUTION:A detecting window 7 is provided so as to face a jetting port 2a of a nozzle in a cell 1. An optical system 8, a stop 10 and a photodetector 9 are arranged at the outside of the window 7. Measuring water is jetted into the cell 1 through the nozzle 2 and discharged through a discharging port 3. A light beam L from a light emitting device 11 is inputted through an incident window 5 and outputted through a transmitting window 6. The scattered light from the fine grains in the measuring water is transmitted through the window 7. The light is detected with the photodetector 9. The number and the diameters of the fine grains are measured. In this constitution, only the scattered light in the smaller range of difference in flow speeds of the measuring water from the jetting port 2a is inputted into the photodetector 9 by the adjustment of the stop 10. The central part of the direction of the diameter can be used.
