PURPOSE:To prevent the improper detection of lack of tape by providing a black color part on the outer surface of the core member of a tape pad installed on a tape winder and detecting the exposure of the core member with a photo sensor. CONSTITUTION:A black color part 13 is provided on the outer surface of a core member 12 for winding a tape 11, and a reflecting type sensor 4 in which light emission and light receiving are integrally formed is used for a photo sensor. Thereby, at the time of detecting lack of tape, the light of the photo sensor 4 is reflected by the tape 11 and a tape winding operation is carried out while detecting this reflected light. As the remaining quantity of the tape is reduced starting to expose the black color part 13 on the surface of the core member 12, the reflecting light is sharply lowered. By detecting this condition with the photo sensor 4, the equipment is stopped to carry out the replacement of the tape pad 1.
