PURPOSE:To execute concealed communication being free from an extension of a communication time and a rise of cost, by enciphering and transmitting the picture information except a specific data by using a data conversion table, and restorning it at a receiving side. CONSTITUTION:In an initial state of communication, a MODEM 5 is switched to a low speed MODEM 5b. In this state, a prescribed procedure signal is sent and received, and a transmission control procedure is started. Subsequently, at the time of having entered into a phase C of the procedure, a scanner is started at a transmitting side, read picture information is encoded by an encoding/decoding part 2, and thereafter, stored successively in an image memory 7. This store picture information is read out successively and a picture information data is transferred to a data converting part table 8 at every 1 byte. The table 8 enciphers other data than 10 kinds of specific data. The enciphered data is modulated by a high speed MODEM 5a through a communication control part 4 and transmitted. At a receiving side, a received picture data is brought to a reverse conversion and restored, and a control part 4a detects an RTC code when the transmission of 1 page is ended, switches a switching circuit 5C to the MODEM 5b side and executes a prescribed transmission control.
