PURPOSE:To facilitate to cope with a design change, etc. caused by an increase of a kind of signal and program, by using only the storage contents of a last storage group in the new storage contents, for signal processing, and preserving other storage contents as a change history. CONSTITUTION:In read-only memories ROM1-0-ROMn-0, that of the beginning of a design is stored as a fundamental data, and in random access memories RAM1-0-RAMn-0, whether a new data to said ROM1-0-ROMn-0 exists or not is stored. Also, random access memories RAM1-1-RAM1-k1...RAMn-1-RAMn-kn are used for storing a new data, and when a terminal to be controlled which is stored in the ROM1-0-ROMn-0 is added or deleted, only the data required in the end is stored as a new data, and used for signal processing when it is discriminated that the new storage contents exist.
