PURPOSE:To correct a random error and to display a burst error correcting function fully at all the times by further encoding a composite inspection vector generated by encoding information by using a Cb code equipped with the burst error correcting function by using a Ca code equipped with the random error correcting function. CONSTITUTION:The original information is encoded 23 by using the encoding algorithm of the Ca code equipped with the burst error correcting function and an inspection symbol which is added as a result is processed to generate the composite inspection vector, which is further encoded 21 according to the encoding algorithm of the Ca code equipped with the random correcting function and then transmitted. When the vector is decoded, the received composite inspection vector is decoded with the Ca code to correct its random error and a correction pattern generated according to the obtained error-free composite inspection vector is used to correct the burst error. Consequently, the encoding wherein the burst error correcting function is displayed fully at all times becomes possible.
