PURPOSE:To obtain the composition as a reactive polymer having ionic polymerizability and radial polymerizability for use in coating materials etc., by radical-polymerizing a specified substituted phenoxyallene compound. CONSTITUTION:A substituted phenoxyallene compound of formula I (wherein X is a 1-4C alkoxy, 1-4C alkyl, halogen or cyano and n is 1-3) is radical- polymerized or ionically polymerized at 60-150 deg.C for 20-50hr in the presence of a polymerization initiator and, optionally, a chain transfer agent to obtain the title polymer composition having a number-average MW of 1,500-100,000 and a main chain comprising repeating units of formula II or III. If necessary, a substituted phenoxyallene compound of formula IV (wherein X' is H or X) and an alpha,beta-ethylenically unsaturated compound are radical-polymerized or ionically polymerized together to obtain the title polymer composition having a number-average MW of 1,500-100,000 and a main chain comprising structural units of formulas V-VII (wherein R is an alkyl ester, phenyl or cyano, and R' is H or CH3).
