PURPOSE:To realize a long lifetime of an intra-board cooling fan by controlling this fan based on the power consumption. CONSTITUTION:A CPU 6 contains a power consumption detecting means 6a which detects the intra-board power consumption and a fan control means 6b which turns on and off an intra-board cooling fan 1 based on a fact whether the detection value of the means 6a exceeds a prescribed set level or not. The means 6a detects the intra-board power consumption based on the number of ON contacts of contacts 12a-12n to be monitored and turned on and off in accordance with the state of each equipment to be monitored in a building, i.e., the number of ON contacts of input interfaces 3a-3n. Furthermore a storage means 11 is added to store the set power consumption value as the scheduled data that varies throughout the year in accordance with temperatures.
