PURPOSE:To stabilize surrounding flowing place of water by a method in which the inlet side of a water-passing tube is shaped into a smoothly flow-in structure and the outlet side is shaped into a hardly flow-in structure. CONSTITUTION:In a seawater exchanger, a water-passing tube 3 connecting the outside water area with the inside water area is incorporated in a dam 2 as the structure. A smoothly flow-in structure is provided for the inlet side 3A of the tube 3 and a hardly flow-in structure to disturb flow line is provided for the outlet side 3B of the tube 3. The sea water flowing in the tube 3 is controlled to have a directivity in seawateriness in the water area. The structure having a function similar to the flow direction control in the tube by opening or closing a valve can be obtained.
